Abstract
According to the relevant research results of the allocation of the initial emission permits in basins, three kinds of allocation mechanisms for the initial emission permits in basins and their advantages and disadvantages were systematically studied based on the definition of its connotation. The methods for the allocation of the initial emission permits under different allocation mechanisms were reviewed. The urgent problems to be solved in the allocation of the initial emission permits in basins were also put forward.关键词
