Abstract
The Liaoning water conservancy works are severely aging.The team management lags severely behind.There is a serious shortage of water resources.Governments should put the water conservancy work in a prominent strategic position and pool efforts to accelerate the water conservancy works building.The financial support should be strengthened for the water conservancy works building and social funds be widely encouraged and received;the water conservancy works be exercised on classification and the most rigorous water control and protection system be established to strengthen ecological construction,management and protection and better the water environment;the research on popularizing the technologies-which must be suitable for the northern dry areas-for water-efficient irrigation and desertization prevention and control be done as key;and the property right system reform for water conservancy infrastructure be pushed forward to make property right clear,make definite the responsibility,position and right that the farmer household,collective and government should respectively take,occupy and enjoy in the water conservancy works building,maintaining and using.关键词
