中国现行湿地恢复补偿的制度悖论
Paradox of current wetland restoration compensation system in China
摘要
Abstract
Scientific and reasonable system arrangement must be based on criticism of the unreasonable existing system. Wetland restoration compensation system reform should take current wetland restoration compensation system as the foundation and starting point, through rational analysis of the goal and defect of current system design, providing value coordinate for design and arrangementof new system, in order to ensure wetland restoration and the realization of the value compensation system. There are validity, rationality and authority, and many other paradox in current wetland restoration compensation system, which is the root of conflict in current system, and serious obstacle in social practice of making a environment friendly and resource saving society.关键词
