Resource Exploitation and Environmental Protection in New Rural Construction： Taking Yaozhihe, Maqiao Town, Baokang County（Hubei Province） as an Example

Abstract
There exist such problems as small exploitation scale and imperfect environmental protection measures; overexp｜oitation; without sustainable development plan; formation of new sources of pollution and eco-disaster. The reasons are insufficient cognition, ineffective policies and law, loss of overall plan, lack of mechanism covering government-promotion, market-drive and public-action. The countermeasures are a better management system combining resource exploitation with environmental protection; setting up reasonable circulation economy; strengthening processing industry; adjusting structure of production in rural areas; offering a perfect legal environment; more attention to propaganda; insisting on “nine thrift, one decrease”.关键词
