Discussion, Debate and Consultative Democracy： Tools for Selection. in International Climate Policy-making
摘要
Abstract
From dual perspective of logical rationality and consultative democracy, discussion and debate have different meanings as policy tools. Under certain circumstances, policy debate often becomes a more natural and convenient choice. For the last 20 years, the international climate policy-making process has shown the prominent features of policy debate, and policy debate should become the impoi＇tant tool for selection in interna- tional climate policy-making from the perspective of democratic theory, logic and pragmatic. It is inevitable to improve system of the international chmate policy debate. From the point of view of the current practical de- mand, policy discussion and policy debate are of vital significance for promoting establishment of fair and effective international climate policy-making, constructing the model of global political civilization and providing examples and experience of tool selection in the process of policy-making.关键词
