环境规制和农业科技进步的关系分析——基于波特假说的研究
Analysis on the Relationship of Environmental Regulation and Agricultural Technological Progress: Based on the Study of Porter' s Hypothesis

Abstract
Porter' s hypothesis mainly demonstrates the positive relation between the environmental regulation and agricultural technological progress from the dynamic angle. However, this relation has also been verified in agriculture in Anhui Province, used by variables of the environmental regulation and the agricultural technological progress and by the method of Johansen cointegration, which was based on the data of agricultural production. The causal relation between the environmental regulation and the agricultural technological progress has been illustrated in Granger causality test. The lagging trend and the degree of the environmental regulation influencing the agricultural technological progress have been verified with the impulse response analysis and the variance analysis. It is seen that environmental regulation is conducive to agricultural technological progress from the view of long-term benefit, which is opposite from a static perspective only. Therefore, it is very important that we should strengthen environmental regulation and prompt agricultural producers to improve the technology and the competitive of the agricultural product in the situation of deterioration of the agro-ecological environment in agriculture, which is carried out by strengthening the environmental regulation, limiting the emission on agricultural waste strictly, developing more stringent standards for agricultural production and product quality, and enhancing awareness of the environment and the awareness of science and technology of farmers.关键词
