河南省基层医疗卫生机构实施国家基本药物制度前后1年的调查分析
The Observation Analysis of the Effect of Implementing National Essential Drug System before and after in Basic Medical and Health Institutions in Henan Province

Abstract
OBJECTIVE: To provide reference of the theoretical basis for National Essential Drug System (NEDS)policy perfection. METHODS: Contrast the indicators, such as business income, financial assistance and so on of 478 basic medical and health institutions before and after implementing the NEDS from Mar. 2009 to Feb. 2011, to evaluate the effectiveness of the implementation of NEDS. RESULTS: Compared with the data of the same period in 2009, in the institutions implementing the NEDS for 2010, the number of outpatients and in-hospital discharges increased by 7.55% and 4.04%, and the average daily cost of in-hospi-tal decreased by 6.09%. The average cost of outpatient and the average drug cost of outpatient decreased by 11.24% and 17.55% respectively; the average cost of in-patient and the average drug cost of in-patient decreased by 7.19% and 11.01% respectively. Public health service income and financial aid income increased by 96.19% and 177.56%. CONCLUSION: The implementation of NEDS reduced the medical burden of the masses. On the other hand, the increasing investment from the government in basic medical and health institutions made the function of basic medical and health institutions more clearly positioning, public benefit has improved significantly. And the NEDS increases its awareness in basic medical workers and the mass.关键词
