Abstract
There consist differences and connections in the Rural Minimum Living Security and development for Poverty Relief as the rural anti-poverty policies of the two basic systems. On the one hand, the former is effective complement of the latter. On the other hand, the rural development for Poverty Relief strengthens the results of the Rural Minimum Living Security. And there are differences in the concept, object, objective and nature. Currently, two basic anti-poverty systems exist high cost, the difficulty which is the poverty alleviation and development departments couldn't bear the responsibility on the ability development of the rural disadvantaged groups, and damage to the interests of poor farmers and other issues during its cohesion. Therefore, the compound convergence methods and the negative income tax policy should be taken, at the same time, adjusting the poverty alleviation and development policy is the effective measure as well.关键词
