太湖流域排污权交易制度框架设计
Study on design of enission right trading system frame in Taihu Basin
摘要
Abstract
Current water environment management system based on administrative division is one of the important factors that lead to the severe water pollution in Taihu basin. Emission right trading is an effective method to control water pollution. We should take full advantage of market mechanism to allocate water resources and construct an emission right trading market covering the whole Taihu basin. This paper analyzes the advantages for implementing e-mission right trading in Taihu basin. Then, we construct an emission right trading system consisting of primary market and secondary market.关键词
