Abstract
Zhangweinan Canal is the backbone water system of flood defense in the south of Haihe River Basin, with the responsibility of flood defense to Beijing and Tianjin. Dezhou City, known as "Gate to Beijing", dominates Sin? Temple Hydroproject of Zhangweinan Canal and three rivers in its downstream, Jianhe River, Chahe River and South Canal. Based on the dialectical thought, it is necessary to take advantage of the existing river to beautify the city and further to firmly establish the flood defense thinking of "safety first" during the process of urbanization. The various problems during the urban area of Dezhou City along Zhangweinan Canal to make use of the river to beautify it are analyzed, such as residents' invasion into the river, river-crossing projects, construction of scenic spots and establishment of flood defense teams and so on. Some countermeasures are proposed from engineering measures of information projects, flood diversion projects, embankment and dam projects as well as from the non-engineering measures of establishment of flood control teams, dissemination and education of flood defense safety, etc.关键词
