Abstract
Actors of impropriety in scientific research fail to meet the obligation of honesty and credit.They have civil,administrative and criminal liability,which has strong social reality and corresponding legal and theoretical grounds.Current laws and rules over-emphasize the administrative liability,and bids against research projects are essentially civil activities.It is of great necessity to standardize and maintain civil liability,especially contract responsibility.Commissioned Research Contract should be formulated to standardize researches supported by financial fund.关键词
