A Study on Planning Discretion Theoretical Characters
摘要
Abstract
Administrative discretion consistently goes throughout the administrative planning. It reflects administrative autonomy. It also develops along with planning justice. Taking planning discretion as an ordonary concept, two axises can he found, the time ax- ise which is strategy-oriented by the present and the future,the logic axise which is strategy-oriented by purpose and mesns. The game between public interests and private interests is unchanged theme. Further study aboue its theory ownership and structurem displays that planning discretion helongs to forming discretion field, and the indefinite law concept plays a special role.关键词
