Abstract
After China's opening up, the State Council had approved two sets of Comprehensive Urban Plans made for Shanghai. Both of these two sets of plans had carried forward the ideas proposed in the Grand Shanghai Comprehensive Urban Plan released in 1946. These ideas included decentralization of city population and functions, forming multiple sub-centers and an urban form with green circles and wedges. To pursue more advanced development, balance economic development and environmental protection and keep public policy consistent with urban plans, in 2005, a mid-term assessment of Shanghai Comprehensive Plan was done. And in preparing for Shanghai Comprehensive Plan (1999-2020), new methods of plan making had been tried while core issues of strategic planning had been debated from various angles.关键词
