建立并实施渔业捕捞准入制度是社会主义市场经济下政府监管渔业的有效手段之一。本文针对近年来我国渔业界呼声很高的渔业捕捞准入制度,从社会主义市场经济的视角辨析,指出当前国内学者对渔业捕捞准入制度的理解偏差;并从捕捞准入的内涵、边界、渔业捕捞准入制度的市场经济特征进行探讨,分析了我国捕捞＂禁入、许可制度＂的现状,对建立渔业捕捞准入制度进行理论剖析,初步提出了渔业捕捞准入制度体系框架,包括捕捞准入制度内容、捕捞准入方式、我国捕捞准入的基础条件,以及重构我…查看全部>>
