Abstract
The establishment and implementation of fishing access institution is one of the effective measures for regulating the fishery by government under the socialist market economy.This paper was aimed at the fishing access institution in recent years which fishing industry was strong favorite to,from the perspective of socialist market economy,pointing out understanding deviation of the current domestic scholars on fishing access institution.From fishing access connotation,boundary and the market economic characteristics of fishing access institution,the paper analyzed fishing＂ off-limits,permit system ＂ of the status quo,theoretical analyzing fishing access institution establishment,and preliminary putting forward fishing access institution frame,including fishing access institution content,fishing access mode,the fundamental condition in our country,and the thought of reconstruction of China＇s fishing access institution.关键词
