“广佛同城化”建设及其对中国地方政府间合作的启示
Cooperation between Local Governments In the Structure of ＂City of Guangfo＂
摘要
Abstract
In the construction of ＂City of Guangfo＂,the cooperation between local governments of Guangdong and Foshan realized a historic leap,from general coordination to synergetic state,which will become the model of intergovernmental cooperation in china.The key point of the cooperation is to develop a mechanism which can realize the resource integration and interests coordination among the main bodies after full consultation and negotiation.Learning from the successful experience of ＂City of Guangfo＂,leaders should strive to foster strategic thinking,innovation and win-win concept,shift their focus from local interests to the overall interests,short-term interests to the long-term interests,common interests to public interests.Meanwhile,they should also fully take into account the effect of some objective factors,such as geographical position,culture,infrastructure,industrial structure,element fluxion and so on.关键词
