环渤海地区海陆统筹应对环境危机研究——以大连漏油危机为例
Study on the Coping with Environmental Crisis by overall strategy of ocean-land in the Bohai-Sea Zone——An example of oil leakage crisis in Dalian
摘要
Abstract
At present,China has entered a stage of various crisis’s high incidence,especially environment crisis.In the year of 2010,the Newport oil leakage crisis in Dalian has reflected the deficiency of emergency management on government’s idea and ability.It suggests overall strategy of ocean-land should be applied to environmental crisis’s reply.The Bohai-Sea Zone should take the geographical advantage of Sea and Land and hold on the development opportunity of economic integration.Based on the coordination of sea and land,It can develop the prevention,and preparation,and emergency operation and the rehabilitation work on regional environment crisis to establish and perfect the ocean-land overall emergency management system.Thus we can cope with the environmental crisis scientifically and effectively,realizing the sustainable development of the Bohai-Sea Zone.关键词
