Abstract
Against the background of global low-carbon economy,the paper points out that China＇s development of carbon trading market will play an important role in improving ecological awareness,promoting mitigation and reducing abatement cost,and helping promote energy saving and balanced economic development.Then,it puts forward the basic structure of carbon trading market based on the basic principles： voluntariness,equality,fairness,credibility,information publicity and scrutiny.It also analyzes the problems of carbon trading license distribution and measurement of carbon emission.Finally,from the perspective of measurement safeguards and supervision mechanism,it sets forth the safeguards measures of carbon trading market construction.关键词
