Abstract
The works of lightning protection and disaster reduction is one of social management functions that should be performed by law for meteorological departments in charge at different levels. As the lightningprooof works gradually perfected, the works of lightning protection and disaster reduction were further strengthened. But the current works of lightning protection and disaster reduction still have such problems as non-observance of related laws and eluding the managements. And the reasons that caused these problems included that incomplete policies and regulations, lack of professionals, less lightningprooof consciousness, lack of government supervision, and so on. Those problems caused that the administrative enforcement of lightningproof works couldn′t went along entirely and effectively. And those problems are the existing hidden troubles in the works of lightning protection and disaster reduction, meanwhile they are urgent difficulties to be solved at present.关键词
