河北省钢铁产业技术效率评价及对策研究
The Technical Efficiency Evaluation and Countermeasure Study for Iron and Steel Industry in Hebei

Abstract
Based on the panel data from 2001 to 2009,this study uses Data Envelopment Analysis(DEA) to calculate the technical efficiency,pure technical efficiency,scale efficiency,input redundancy and super efficiency of iron and steel industry for six districts including Hebei.Meanwhile,it uses Malmquist index to make a dynamic analysis on the variation of total factor productivity.The results show that the technical efficiency of iron and steel industry in Hebei is increasing gradually.In comparison,and the contribution of the pure technical efficiency is larger than the scale efficiency.Under the condition of invariable output,we find the input congestion is another problem.In general,the super efficiency is steadily increasing.However,the effect of technical progress is unstable and fluctuant.The iron and steel industry in Hebei should quicken the technical progress,optimize industrial structure,enhance industry concentration and reduce the input redundant in order to improve the overall efficiency.关键词
