Funds Allocation in Disaster Relief Management:An Analysis Based on Data Envelopment Analysis

Abstract
This paper uses Data Envelopment Analysis (DEA) to solve the problem of how to allocate the limited funds among disaster-hit areas in disaster relief management. Based on DEA and Nash bargaining game, a new method of funds allocation by competing for the favorable weights regarding the evaluation criteria among decision making units (DMUs) is proposed. The idea yields a set of unique public weights, which leads to the common proposal of funds allocation accepted by all DMUs, so the funds are allocated not only efficiently but also fairly. Finally, conclusions are demonstrated by an example.关键词
