摘要
Abstract
The schooling of the offspring brought to the worksite cities by migrant workers has been a problem that troubles the whole society for many years.The state policy of ＂two priorities＂ has overburdened the local governments of migration destination,which hav exhausted their resources for the solution of the problem.The ＂educational ticket＂ system installed in recent years is still limited in its actual usage.A new scheme of ＂educational card＂ on the basis of co-liability for migrant worker＇s offspring education funds with certain proportions by the state,migration source government and migration destination government can be expected to solve the problem with greater feasibility and practicality.关键词
