摘要
Abstract
Community health services ( CHS ) is the key for a sound system of urban primary health care services. CHS work in Hainan Province has made some progress in sector coverage, number of personnel, and service capabilities. Nevertheless, there were still some difficulties in system construction, special funds management, quality of the staff, and health management. Therefore, here we put forth the relevant policy proposals, including improvement of CHS system, enhancement of financial management, stabilization of community health personnel contingent, improvement of CHS function and content, and establishment of first diagnosis system and two - way referral system.关键词
