Abstract
ST innovation is the eternal theme of social development and progress of civilization,and the power for local development as well as regional and national prosperity.The world has witnessed the arrival of the age of network,information and knowledge.The governments and experts worldwide have reached a consensus that,there is a very close relationship between ST level,economic growth and government funding.In the context of economic globalization,to enhance independent innovation capability and to realize leap development goals of Urumqi,research on ST input-output efficiency must be highly emphasized.This paper summarizes the effect,characteristics and existing problems of ST input and output in Urumqi during eleventh five-year.Some countermeasures and suggestions are proposed at last.关键词
