新老农村社会养老保险对接问题及对策
Problems in the convergence of new and old Rural Endowment Insurance Systems and corresponding solutions
摘要
Abstract
In order to meet the challenge of an aging population in China and achieve＂proper caring for all elderly people＂in rural China,the Chinese government launched a pilot program of ＂new rural endowment insurance system＂ in some counties（cities） in 2009.A difficult task has emerged in the process in terms of the convergence of the new and old rural endowment insurance systems in the places where the old system has been implemented.The detailed rules and regulations for successful convergence are yet to come.To tackle this problem,the following suggestions are made：effectively connect the time limits for contribution in the old system to that in the new one,offer subsidies based on the converted time limits for contribution,promote county economic development,seek special funds from higher governments,and increase the proportion of social security expenditure in financial expenditure.关键词
