Abstract

Hydraulic engineering, which carries on many social functions of public welfare such as the flood control,agricultural irrigation, and river regulation, plays an important role in the national economic and social development In the coming decade, four trillion funds will be used to build the hydraulic engineering projects. However, the quality of the current hydraulic engineering projects is not good due to the structural and functional causes. The synergetic principle of the system theory is applied to the quality management of the hydraulic engineering construction. Furthermore, the social quality credit evaluation system is effectively introduced based on the dual structure system of the existing quality supervision system and the construction quality assurance system. Therefore,a collaborative quality management system composed of three sub-systems has been established, including the improving governance of the construction quality assurance sub-system, the reconstruction of the government supervision sub-system, and the construction of the social quality credit evaluation sub-system. The new quality management system can effectively guarantee the quality of the hydraulic engineering projects.
