Abstract
Contradiction between supply and demand of water resources is the bottleneck restriction of Shanxi provincial social and economic development at present and for a period of time in future. For speeding up the construction of resource-saving society, promotion of sustainable social and economic development by sustainable utilization of water resources, ADSL and VPN techniques are used for construction of third grade networking water resources fee levy system of ten cities and 101 counties in Shanxi. The system can help to grasp industrial and urban water supply status, levy situation of water resources fee, staged water price and extra water fee. All these can promote water conservation, and realize optimal water resources allocation, effectively improving utilization efficiency and management of water resources.关键词
