本土化策略在海外石油工程公共应急管理中的应用OACHSSCD
The Application of Localization Strategies in the Public Emergency Management of Overseas Oil Projects
拓展海外石油业务是维护中国能源安全的重要途径，但国内外环境差异很大，各种矛盾引起的公共事件频发，因此，做好突发公共事件应急管理是中国石油企业海外石油工程项目顺利实施的重要保障。中国石油企业在海外遭遇的突发公共事件主要分为管理主导型、环境主导型和内外冲突型。中国应借鉴国外大型跨国公司的应急管理经验，将本土化策略应用在海外石油工程项目突发公共事件应急管理中。
