摘要
Abstract
The ＂ Yellow River Delta High-efficieney Ecol-economic Zone Development Plan＂ was approved by the State Council of the People＇s Republic of China on November 23, 2009. This indicates that the development and construction of the Yellow River Delta officially rose to national strategies, and regional economic and social development and environmental protection must be an important research topic. Fragile ecological environment of the Yellow River Delta, the mature market mechanism, strong economic development prove that the water pollutant emissions trading is necessary and the improvement of the permit system, volume control and the initial target allocation to foster a unified market, and strengthening government regulation will greatly contribute to the great rise of economy in the Yellow River Delta.关键词
