基于G1赋权模型的生态城市发展管理评价
Evaluation on Development Management of Eco-Cities Based on the Index-Weight Determination Model Named Model G1

Abstract
Taking the management evaluation for the development of eco-cities as the research object, this paper defines the connotation of the evaluation for development management, considers that it is suitable to use the index-weight determination model named Model G1 because of its characteristic of non-linearity that is more conspicuous than the characteristic of the other evaluations, and then gives the case of Chongming eco-island for an applied study. The result shows that the management ability index reaches 67.81, the management mechanism index is only 52.39, the public participation index is 59.91; and the comprehensive management index is 59. 65 which means the level of sustainable development management in Chongming eco-island is close to being in good condition. In consideration of the characteristic of imbalance between the excess investment and the frail management, it needs to be improved urgently. Therefore, based on the actuality evaluation, we give some main suggestions. First, confirming the positioning for comprehensive management that involves innovating the management mechanism and improving the mechanism of public participation. Second, confirming the orientation of action plans which contains how to transform the development mode of investment expansion into that of management progress. Third, making clear the policy focus that includes promoting local management and river basin management, intensifying space intensive management, and coordinating the digital network development in urban and rural areas. This applied study reveals that Model G1 is an effective way to accomplish the non-linearity evaluation for the work of development management in eco-cities, which can approach its non-linear judgment demands or judgment strategies, scientifically reveal the characteristics and inter-relationship among various kinds of management elements, reasonably reflect the levels and trends and make suggestions for improvement. But, Model G1 needs to be bettered owing to its subjective initiative, so as to push ahead with the non-linearity scientific studies on the management evaluation for eco-development.关键词
