中等职业学校地区经费配置差异分析
Analysis on the Distribution Difference of Expenditure in Secondary Vocational Schools

Abstract
The per captia expenditure of secondary vocational schools reaches RMB 8000 yuan, lowerr than the higer vocational institutes, and higher than general high schools, and ear half of the 31 provinces are higher than the national level. The per capita expenditure exists a tend of collapse of central provinces, the expenditure in Bei- jing, Tianjin and Shanghai is far higher than the east provinces, and the east provinces is higher than the west provinces, and the west provinces is higher than the central provinces. Henan, Anhui, Jiangxi, Hubei of the central regions are almost the lowest provinces in per capita expenditure from year 2007 to 2009. While Beijing, Shanghai, Hainan, Zhejiang, Tianjin, Tibet, Xinjiang are almost the highest provinces in per capita expenditure in the same time.Qinghai, Shanghai, Guangxi, Chongqing, Yunnan, Shan＇xi, Zhejiang, Sichuan, Xinjiang are the provinces which hold a rational share of the ratio of public operating expenditure to the budgeted per capita educational op- erating expenditure,the ratio of staffs to public operating is near 7 to 3. The range ratio and varation coefficient of budgeted per captia expenditure is bigger than per captia expenditure, and the wide regional deviation of budgeted expenditure exceeds 0.5, and the national regional deviation is bigger than the Beijing, Tianjin, Shanghai and the east, central and west regions. The regional deviation of per captia infrastructure is bigger than the educational op- erating, the staffs, the public operating and the whole per captia expenditure.关键词
