Analysis on the Difficulties in the Modernization of State-owned Forest in Heilongjiang
摘要
Abstract
The paper analyzed the special ecological function of state-owned forest in the modernization of Heilongjiang, then explored the special paths to modernization, and finally analyzed the difficulties should be solved during the modernization of stale-owned forest, for example , to resolve the conflicts between economic development and resources and environment, to solve the imbalance between ecological protection and economic development, to continuously improve the ecological functions of forest area, to remove the institutional conflicts in the modernization of forest area, and to solve the equalization problems of basic public services.关键词
