Abstract
Poverty was one of the disturbing social problems in 18^th - century England though the country at that time did en- joy continually developing economy and gradually improving living standards for common people. It is true that the problem of pov- erty did not originate from the 18^th century, while the problem became more and more prominent due to sharpening social mobility and division resulted from accelerated economic development.关键词
