Abstract
From the normative operation and sustainable development,the three-layer index evaluation to evaluate the operating conditions has established which contains 5 first-class indexes,17 second-class and 45 third-class indexes.The method of indicators＇ calculation and choosing has proposed,too.Finally,the calculation of the comprehensive evaluation form and the rank are given.关键词
