Abstract
Coal industry is one of the most important and basic energy industry in china and the safety production in coal enter- prise is closely related to people＇s life safety and immediate interests. But in recent years, serious accidents in coal enterprises have taken place frequently, leading to high mortality of coal mine workers. Hence, through analyzing the content of the Enlightenment thinker Montesquieu~ theory of separation of powers and using the system of western separation of powers for reference, the paper tries to establish coordinative mechanism and game models of three powers in safety management in coal enterprises in order to solve the present predicaments existing in safety production management in Chinese coal industry .关键词
