Allocation Efficiency of Farmland Water Conservancy Facilities and Regional Difference in China's Grain Major Production Areas—Empirical Research Based on DEA Method and Malmquist Index

Abstract
By using the DEA method and Malmquist index method, this paper investigated the performance of farmland water conseTvancy facilities utilization in 24 main grain producing provinces in 2009 and analyzed time series data of the 24 provinces from 2003 to 2009. Results show that the allocation efficiency of farmland water conservancy facilities in Northwest and Northeast is slightly higher than other areas of China in 2009. The average level of total factor productivity (TFP) index of allocation efficiency keeps improving, and the growth rate of each region are significantly different. Yellow River Basin is the region with the fastest growth in China. Technological progress is the dominant factor driving the TFP index keeping rising, but scale efficiency index is the opposite effect.关键词
