Abstract

In the view angle that our country present pollution reduction system and the reduction scheme exist the following problems; not closely linked to the improvement of environmental quality, not sound for the incentive and constraint mechanism, not fulfilled the responsibilities of pollutants reduction and poor measures for supervision and assessment system, a new watershed pollutants emission reduction mechanism based on accumulative pollutants discharging per capita (APDPC) was proposed. The indices of pollutants discharge reference quota per capita and pollutants discharge accumulated reference quota per capita were applied to establish coordinative mechanism for environmental protection and economy development in watershed. Taking Huai River for an example, the regions of Anhui, Henan, Jiangsu and Shandong were analyzed, the case study results showed that APDPC approach has the advantages of simple operation, easy to test, not only cohesion with the current total quantity control system closely, also can balance the fairness and efficiency of total amounts of pollutants control, which have high values of generalization and application in the future.
