Abstract
The essences of urban growth are urban socioeconomic development. What is the role of Urban Developmental Strategic Plans in guiding urban development? Using Singapore as a case study, this paper illustrates how its government endeavored to broaden and deepen Singapore's economies under the framework of the market system, and to build Singapore into a Garden City and Radiant City. The city in its physical form has been built upon the basis of efficient urban economies, and the Garden City and Radiant City have facilitated the urban economic performance. Under the stewardship of the effective state, Singapore has been made an economically, socially and environmentally sustainable city.
