Abstract

On the basis of the total GDP and per capita GDP forecasts for the" 12th Five-Year" period that Harbin Municipal Government put forward in 2010, and the Chinese government's promise to "reduce carbon dioxide emission by 40 to 45 percent of 2005 level by 2020" , the authors estimate that the total amount of carbon dioxide emission of Harbin in 2030 should be controlled at 28.98 million tons, which is approximately 38.95% of that in 2009. According to the preliminary proposal of Harbin Comprehensive Plan 2030, carbon emission and carbon-sink balance is estimated to be 218.05 million tons, which is 7.5 times of the targeted 28.98 million tons in Harbin Carbon Dioxide Emission Reduction Plan. Therefore, the preliminary proposal needs to be adjusted substantially to fulfill the target. The authors propose the carbon emission reduction structure of Harbin City in 2030 as follows: industrial (including electricity production) 50%, road and traffic 30%, residential and commercial 20%. Accordingly the low-carbon-oriented scheme is put forward based on the preliminary proposal of Harbin Comprehensive Plan 2030: reduce carbon emission in industrial sector by 50% and that in buildings by 1.49 million tons; increase carbon emission in traffic sector by 1.23 million tons; and develop carbon-sink aiming at an increased capacity of 25.67 million tons for carbon offset. Based on this prospect, the authors formulate a new Comprehensive Plan on a low-carbon scenario to meet the GDP and carbon dioxide emission intensity targets for Harbin 2030.
