Abstract
Scientific and rational black start plan is very important to restore the system quickly and stably after the blackout.An effectivemethod for assessing black start plans is proposed in this paper based on improved data envelopment analysis model.Considering the shortcomings of DEA,the improved DEA model is established by introducing the ideal decision making unit to assess the black start plans.It is verified that this method is effective and advantageous through the application to a practical power system and comparison with the original DEA.This method could provide dispatchers scientific and intuitive decision references.关键词
