Abstract
In accordance with the principles of fairness, high-efficiency and sustainability, the index system of the initial water right allocation of Zhangweinan Canal Sub-basin is established herein, and then the weights of the indexes are defined with the CRITIC ( criteria importance through intercriteria correlation) method, furthermore, the allocation proportions of the initial water right of the sub-basin is calculated with the method of fuzzy optimization. The result shows that the allocation result of the initial water right coincides with the actual situation therein and lays a basis for establishing the water right system of Zhangweinan CanaL关键词
