Abstract
Climate change has become one of great concerns in the international community. As the world's second-largest greenhouse gas emission sector, the transport sector, especially road transport, is facing much more pressure on how to mitigate carbon emissions. This paper firstly points out that institutional innovation and policy development are considered as important drivers of reducing carbon emission in road transport and of achieving low carbon development. Then, system theory and environmental economics are taken as a guide, a policy matrix of demonstrating carbon emission reduction is developed in China's road transport, and discusses many polices are discussed such as fuel economy standards for passenger cars, alternative fuels, new energy vehicles and fuel tax. Finally, it is concluded that it is unrealistic only to implement individual policy or certain type of policy to achieve greenhouse gas emission reduction targets in road transport, and that a policy mix or a comprehensive strategy will be of great significance in reducing carbon emissions in the sector. Therefore, the policy system of mitigating greenhouse gas emission in road transport system should be further improved. And the intensification of policy innovation should be deemed as a strategic choice to effectively realize carbon reduction targets in road transport and the strategic choice, to promote economic sustainable development.关键词
