Analysis on Economic Factors and System of Government about the Regional Vocational Education Policy

Abstract
Development and implement of the regional vocational education policy is an important measure to nar- row the gap between vocational education developments in different region and to promote the balanced develop- ment of regional vocational education. Regional vocational education policy is the specific product of a particular environment, influenced by external environmental factors such as economic factors, gow~rnment system, social structure, international environment and cultural tradition and so on. Take the economic facLors as an example, re- gional differences of economic development and local government finances require the implement of the classified management of regional vocational education policy; the investment in vocational education affects the way the re- gional vocational education policy supports the regional development of vocational education; the level of develop- ment of industries and enterprises and sense of responsibility of vocational education relat~,, to the effectiveness of vocational education policy. Take the government system for example; the mechanism of coordination and supervi- sion between the stakeholders of vocational education is the mechanism factors of regional vocational education policy; the relationship between central and local governments and the orientation of governmental function are in- stitutional factors of regional vocational education policy; regional policy management agencies and vocational ed- ucation policy management agencies are the organizational factors of the regional vocational education policy.关键词
