国家级开发区城乡建设用地增减挂钩效益分析——以长春经济技术开发区为例
Analysis on the Benefits of Linking up the Increased Urban Construction Land and the Decreased Rural Residential Land in State-level Development Zones

Abstract
With the method of comparative analysis, this paper attempts to carry out a qualitative and quantitative analysis on the comprehensive benefits of linking up the increased urban construction land with the decreased rural settlements of Changchun economic and technological development zone from three aspects, such as society, ecology, and economy. The results show that, through the implementation of linking up the increased urban construction land with the decreased rural settlements of Changchun economic and technological development zone, the cultivated area has increased by 51. 45 hectares, and 52. 05 hectares of construction land area is reduced, land reclamation percentage improves by 28.47% , providing an area of 108. 83 hectares of construction land transferred, the level of land economical and intensive use in the development zone improves further, which effectively alleviates the bottleneck of land in the zone development; the ecosystem service value increases by RMB 351 400 per year, and the net benefit is up to RMB 955 590 000, a modern new countryside with good producing and living environment is established with significant ecological and economic benefits; as an important driving force and the main carrier of new urban development, development zone can provide an excellent practice platform for linking up the increased urban construction land with the decreased rural settlements in China.关键词
