摘要
Abstract
China has a great amount of private capital,and in recent years,governments stage a series of policies actively to guide private capital into urban infrastructure construction field, thus the target achieving degree and social influence is the key of policy eval- uation. The Frank Fisher policy evaluating framework effectively integrates the fact and value evaluation. We use this framework to make multi-level evaluating of guiding private capital into urban infrastructure construction field pohcy ,not only contribute to analyzing all sorts of effect and significance, but also provides a new concept to promoting public policy evaluation efficiency.关键词
