"Identity Crisis" and Future of Public Administration

Abstract
"Identity Crisis" of public administration is a metaphor of the academic subject when it is in the period of ado- lescence. But the identity problem is a long standing issue for public administration, which questions the legality of theory research and effectiveness of practical consequence. The dilemma of politics-administration dichotomy is the primary cause for "identity crisis" in public administration. The controversy about politics-administration dichotomy resulted in the lack of consensus in the study of public administration, and preferred efficiency more than democracy in the practice of adminis- tration. Based on politics-administration dichotomy, the efficiency is the key principle for the orthodox public administra- tion, while the bureaucracy is the best institutional form of "good administration". However, the traditional administration paradigm causes a great crisis. The orthodox paradigm could not solve the "identity crisis", because it could not refuse the politics-administration dichotomy. The future of public administration should abandon the traditional "bureaucracy adminis- tration", and go to the democratic administration.关键词
