Abstract
To promote the transfer of labor force from countryside to non-agricultural industry and cities, and to strengthen social security work of rural area is a way to construct modern agriculture and solve the issues of agriculture. At present, working in cities and towns has become the main source and the way of increasing income for peasants, which strongly promote the income increase for peasants and economic development of urban areas. The number of peasant-workers coming to work in cities and towns is increasing year by year. The number is becoming so large that it brings great pressure to the management of social security system. Although there are very well defined rules for peasant workers to attend social endowment insurance system, for various reasons, most of peasant workers are short of the understanding of national social security system, and the rate of attending social insurance is still low. Thus there are numerous problems, for example, their right of attending insurance is often violated. In order to solve the problem of peasant workers' attending social endowment insurance system, We should further perfect the system o{ social endowment insurance, gradually improve the social endowment insurance as a whole level, strengthen the social endowment insurance handling management, establish unity of social endowment insurance system and protect peasant workers' legitimate rights and interests in participating in social endowment insurance.关键词
