摘要
Abstract
" The two autonomous prefectures and two cities" in Gansu Province mentioned in this paper is the poorest region among the least developed regions in China. The development of their rural human resource must avoid two mis- takes: the misunderstanding of the exam-oriented education and the misunderstanding of civil service-oriented career. They should adhere to the philosophies of " usefulness-oriented and talents first". As for the development path, they should reinforce education and training, enhance the development of moral quality, and improve health care services.关键词
