基于“格局”理论的村级卫生人力资源配置策略研究——基于北京市M县的实地观察分析
Strategy Study on the Allocation of Rural Health Human Resources Based on the "Pattern Theory"——Based on Field Observation in M District in Beijing
摘要
Abstract
The rational allocation of rural health human resources, which are under the "dual pattern" , must stand on the changes brought by rural reform and the health reform in the villages. Firstly, the environment of villages and the needs of villagers should be fully considered to make reasonable allocation standards and improve the quality of health services. Secondly, the feasibility of policies in "difference sequence pattern" should also be considered , thus reducing the admission threshold and cultivating rural health talents directionally. At last, in view of the realities of " group structure pattern" , multiple compensation mechanism and incentive mechanism should be established and perfected, as well as the post training and continuing education system, in order to improve rural doctors'medical ethics and law accomplishment.关键词
