Abstract
Based on the heterogeneity of consumer demand, a segment market for tiered electrical energy consumption was constructed, and applying elastic model of demand price, in which the tiered electrical consumption is taken into account, a hierarchical model to calculate the level of residential time-of-use block electricity rate is constructed. In the first hierarchy of the proposed model, based on Ramsey pricing principle the method to draft the average price level of each block is established; in the second hierarchy, taking the average price level of each block as constraints and the peak-load shifting as the objective, based on price elasticity matrix of elasticity demand a joint optimization model of residential time-of-use block electricity rate is built, which synthetically coordinates multi objectives such as fairness, efficiency and peak load shifting. The reasonableness and effectiveness of the proposed model are verified by case study on a developed province located in East China.关键词
