Abstract
Comprehensive urban design covers the macro-scale but is non-statutory in nature. Conventional urban design emphasizes macroscopic view, yet it is week in medium-scale guidance and detailed design for key areas. Such practices weaken effectiveness of urban design. The paper uses the comprehensive urban design of Dahexi, Changsha as an example to illustrate a design framework that can be used to facilitate implementation. In the case project, each cityscape characteristics includes eight design objectives, which are supplemented by an implementation-oriented hierarchy of cityscape design guidelines for subdivided districts. In other words, top-level urban design objectives are broken down into plans at smaller scales and each plan for subdivided district guides the design of the next lower level of subdivided districts. Another feature of the framework is to define the bottom-line and design detailed implementation procedures to insure plan execution.
